In this case you are only using the vector to create your frame, so you could also use Quick Trace. There are different configurations according to the type of image, either a high-contrast image (Line Art), a logo, clipart, etc to a high-quality image. To open PowerTRACE you can right click on the image and select Outline Trace > High Quality Image, or in the Properties Bar Bitmap > Outline Trace > High Quality Image.
